Bio

Luis is a partner of Gómez-Acebo & Pombo’s Litigation and Arbitration Department.

He entered in 1993 as State Attorney, number one in his promotion for which he was awarded the Second Class Distinguished Cross of the Order of San Raimundo de Peñafort.

In the public sphere, he has been Chief State Attorney in Huelva, in the TSJ of Madrid in the Management of Railway Infrastructures under the Ministry of Public Works and Advisor to the Cabinet of the Environment Minister.

In the private sphere, he has been Director of legal affairs at Repsol Butano S.A., Legal Affairs Director of the Upstream and GML Vice-Presidencies of the Repsol Group.

He has been a member of the boards of directors of the companies ENAGAS S.A. and YPF, S.A. in addition to other public and private entities.

He is the author of various publications on matters such as procedural law and arbitration, especially in relation to the scope of the action to annul an award, administrative law, environmental law, tax law and civil law.

He has been involved in litigious operations and procedures related to energy and infrastructure assets in Spain, Algeria, Canada, Oman, India, Argentina, Chile, Portugal, Libya, Egypt, Tunisia, Venezuela, the United States, Togo, Morocco, Equatorial Guinea and Peru.

He is an arbitrator in the Spanish Court of Arbitration and in the Court of Arbitration of the Madrid Chamber of Commerce, having intervened in 18 international and 13 national arbitrations.

Luis is professor of the Master of Energy Law of the Spanish Energy Club, of the Master of Public Law of the Cajasol Institute and of the Master of Construction Law of ICAM.
