Education and professional career

  • Degree in Law, with distinction, from the Complutense University of Madrid (1980-1985).
  • Doctorate Courses, Complutense University of Madrid.
  • Diploma in Constitutional Law and Political Science from the Centro de Estudios Constitucionales (1985-1987).
  • Master’s degree in Urban planning law (1997).
  • Since 1990, Civil servant pertaining to the Corps of Lawyers serving the Madrid Assembly, having obtained such position through competitive examinations in which he gained first place. He has served as Director of Parliamentary Management, Director of Studies and Documentation, and Assistant Secretary General.
  • Registered Property Manager, practicing as such from 1983 through to 1990.
  • Collaborator with the Law Office of the Carlos III University in Madrid. Collaborator with the Instituto de Derecho Público (Barcelona) in the preparation of the "Autonomous Communities Report" (years 2004, 2005, 2006 and 2007).
  • President of the Administrative Court for Public Procurement of the Madrid Assembly since November 2011.

  • Associate lecturer in Administrative Law at the Carlos III Univeristy in Madrid (1992-2008).

  • He has also taught at the Francisco de Vitoria University Centre, attached to the Complutense University of Madrid (1994-2000), at the Centro de Enseñanza Superior CEU–Architecture, attached to the Polytechnic University (2000-2003), and at the Centro Superior de Estudios Jurídicos–Fundación Notarial para la Formación Jurídica (2005 and 2006).
  • He is a frequent lecturer for various Courses and Master’s degree programmes run by the following: the Instituto Nacional de Administración Pública; the Instituto Madrileño de Administración Pública; the Instituto Pascual Madoz del Territorio, Urbanismo y Medio Ambiente; the Instituto de Fomento Empresarial; and the Real Colegio Universitario "Escorial–María Cristina".
