Professional career

Madrid, 2012-2016. Ministry of Economy and Competitiveness. Directorate-General for Insurance and Pension Funds (DGSFP). Deputy Director, Subdirectorate-General for Insurance and Regulation.

  • Responsible for regulation. Updated sector-specific legislation and directed the transposition of Solvency II [Insurers and Reinsurers (Unified Regulation, Supervision and Solvency) Act 20/2015 of 14 July and Royal Decree 1060/2015, of 20 November, for the unified regulation, supervision and solvency of insurers and reinsurers) and the amendment of the Insurance Contract Act. Coordinated European legislative proposals: OMB2, IMD2, MiFID2, PRIIPS…
  • Responsible for international relations. Member of the Board of Supervisors of the European Insurance and Occupational Pensions Authority-EIOPA (Frankfurt).
  • Responsible for the Inquiries and Complaints Area, which receives some 12,000 complaints about insurers per year.
  • Responsible for budget management (14 million euros) as well as management of the Directorate-General’s material resources (including the headquarters) and human resources (220 employees). Secretariat-General.
  • Chairman of the State Insurance Inspectorate Selection Board in 2013, 2014, 2015 and 2016.
  • Member of the Board of Directors of the Insurance Compensation Consortium and, as of March 2015, of Agroseguro (the Spanish Combined Agricultural Insurance Group). Member of the Advisory Committee of Grupo Compañía Española de Crédito y Caución, S.L. until February 2015.

  • Coordinator and supervisor of the E&Y study on co(re)insurance in Europe.


Madrid, 2007- 2011. Ministry of Economy and Public Finance. Directorate-General of Insurance and Pension Funds-Subdirectorate-General of Organisation of the Insurance Market. Inspector-Head of Area.

  • Responsible for the area of Market Discipline for Insurance Brokers, with a team of 5 people and aim of supervising the market conduct of insurance brokers (approx.. 3,000) and, as the case may be, sanctioning proceedings.
  • Revision of the Insurance Mediation Directive, which is an ongoing process.
  • Coordinator (and co-author) of the "Guía del Asegurado y del Partícipe" (consumer’s guide to insurance), the DGSFP’s first contribution to the financial education strategy. This guide is still on the Ministry’s website and is in fact one of the most visited sections.
  • Member of the (EIOPA) Consumer Protection and Financial Innovation Committee. Monitoring of market conduct at the European level, resolution of inquiries, preparation of questionnaires, etc.


Madrid/International, 2003-2007. Ministry of Foreign Affairs and Cooperation. Spanish Agency for International Cooperation (AECI). Technical advisor to the Secretary General’s Technical Department.

  • Management of the Humanitarian Aid Area, with a budget of approximately 100 million euros and a team of 10 people.
  • Responsible for the design of the transition of Spain’s official humanitarian aid, from a department to an agency.
  • AECI’s relationships with United Nations bodies, NGOs, Ministry of Defence, etc.
  • Coordination of disaster relief operations: Iraq, Iran, Sudan, Indonesia, etc.
